The internal geometry is designed so that a light breath already produces a powerful sound, which is exactly what is required of an emergency whistle: to function when one no longer has the strength to shout. Black is a choice for discretion, unlike orange: it is justified for equipment where one does not want a bright color, provided one accepts that it is less easily found once dropped on the ground.
