A Velcro patch needs a Velcro surface. This may seem obvious, yet it's often the first disappointment for those who buy a patch without checking their gear.
What you need on the garment
The back of the patch is made of Velcro hook – the rough side. It needs a Velcro loop surface opposite it – the soft side – the kind found on tactical caps, plate carrier panels, admin pouches, or combat shirt sleeves.
It does not adhere to bare fabric. On a garment without a dedicated attachment point, you must first sew or glue a receiving surface onto it.
The upside of this constraint
The hook in this series only attaches to loop Velcro surfaces. It doesn't snag knitted fabrics or sewing threads – a standard hook, on the other hand, wears out textiles it rubs against and eventually ruins a base layer or fleece.

Red, white, green. Two distinct separation lines that high-resolution weaving makes sharp, whereas embroidery leaves them jagged.
